Implementation of the project of establishing water supply and wastewater disposal Cluster in St. Petersburg

Summary

The mechanism and scheme of establishing the water supply and wastewater disposal cluster in St. Petersburg are considered. Within the frames of the developed and approved concept the water supply and wastewater disposal cluster of St. Petersburg includes three segments: educational, technological and industrial ones. The educational segment is represented by Water Academy and other educational institutions – partners of the cluster. The technological segment includes a Showroom, Engineering and Consulting Centers. The industrial segment includes companies – suppliers of materials and equipment for water industry of St. Petersburg, and companies that are planning to establish production in St. Petersburg. Each segment fulfills specific tasks and functions. The main development paths and long-term tasks are nominated. The key results of the cluster activities in 2016 are described.

Comprehensive approach of SUE «Vodokanal of St. Petersburg» to tackling the environmental problems

Summary

The challenge of any vodokanal is not only delivering qualitative water and wastewater services to the customers but also reducing the negative impact on the environment. Saint-Petersburg has been the biggest megacity on the coast of the Gulf of Finland of the Baltic Sea; therefore SUE «Vodokanal of St. Petersburg» assumes a special responsibility for the Baltic Sea basin conservation, for the ecological state of the entire Baltics. Setting the activities of the enterprise the management of Vodokanal is striving to ensure ecological risk management and gradually reduce the environmental impact. The comprehensive approach of SUE «Vodokanal of St. Petersburg» to ecological risk management is described. The role of the enterprise in the activities on improving the ecological state of the megacity and the entire Baltic Sea region is explained. Alongside with implementing the measures on reducing the negative impact on the water bodies Vodokanal runs campaigns contributing to the rehabilitation of the Gulf of Finland and restoration of the Baltics biological resources.

Tackling the problem of bacterial pollution of water bodies in St. Petersburg

Summary

The integrated waterway system «Lake Ladoga – the Neva River – the Gulf of Finland» has been the main water source, effluent receiving water body and the main recreation zone of St. Petersburg. SUE «Vodokanal of St. Petersburg» alongside with reducing nutrient load on the Baltic Sea has been tackling the problems of bacterial pollution of the Waterway system with the purpose of expanding the water use and recreation zones within the frames of Russia meeting the international commitments arising from the Helsinki Convention. Therefore the issues of sanitary and epidemiologic safety of the water bodies have been the most important for St. Petersburg. Beginning from 2011 Vodokanal has been carrying out annual control of the water quality in the Neva River from the headstream to the estuary. The purpose of this control is monitoring microbiological and chemical parameters as well as detecting the main pollution sources. The causes of bacterial pollution of the water bodies of St. Petersburg are considered. Implementing the programs of SUE «Vodokanal of St. Petersburg» by 2022 will provide for the complete elimination of discharging raw wastewater from the direct outfalls into the Neva River and in future stop discharging nondisinfected effluents of the wastewater treatment facilities into the Neva River, Neva Bay and eastern part of the Gulf of Finland.

Water consumption dynamics in big Russian cities by the example of St. Petersburg

Summary

The common task of the water and wastewater utilities is efficient operation of the public water supply and wastewater disposal systems. To perform the task one should know the demand for the produced and supplied resource. The best indicator of the water demand is the specific water consumption by the population. Lately a steady decrease in water consumption in the Russian cities has been observed. Now the actual values of the specific water consumption by the population is lower compared to the set regulated values. The observed dynamics of this indicator demands a detailed study. To do this the factors that could affect the water consumption level were selected. On the basis of selecting the data on the domestic water consumption in Saint-Petersburg and the number of residents the specific water consumption values were calculated. The calculations provided for determining and substantiating the dependence of the specific water consumption by the population on the following factors: capital repairs in the apartment houses (including the plumbing), occupancy density and the age of the residents.

Optimization of the wastewater disposal system

Summary

In the Federal Law of the Russian Federation «On water supply and wastewater disposal» the challenges and principles of the national policy in this field have been defined. One of the challenges is «improving energy efficiency by water conservation». The experience of SUE «Vodokanal of St. Petersburg» shows that achieving the above-noted challenge apart from installing water meters is possible by zoning the distribution networks and reducing the working pressure in them. However, alongside with the positive situation in water consumption in the water supply system of St. Petersburg two contrary trends have emerged that favour the increase in wastewater disposal amount: increase in wastewater inflow during the rainy season and increase of general coefficients of wastewater disposal irregularity. The contradiction emerged between the safety requirements of the branch law «On water supply and wastewater disposal», the requirements of the law «On environmental protection» related to the accidental wastewater discharge and wastewater treatment level on one side, and the changed operation conditions (increased developed land, off-design rains, increased irregularity coefficients) on the other side. Because of this meeting the requirements of the legislation and government regulations in the process of the operation of the wastewater disposal system of St. Petersburg that was basically designed and built many years ago actually is not possible. Under current conditions when the large-scale upgrade of the wastewater disposal system of the megacity is not possible the optimal resolution of the above-mentioned conflict is establishing the system of the municipal wastewater disposal system control. This will provide for solving a number of optimization tasks with criteria stated in the branch law in the form of indicators of reliability, quality, energy efficiency.
